84-88 Ground Effects, Side

I have noticed that on some 84-88 Capri's and Mustang's there are holes in the front and the back for screws, and on others there are no holes. Did the ground effects get holes when new? Do the service replacements come without holes? Ideas?

My 2 1990s have one small hole in the front of the skirt, with a color keyed plug hiding the hole, and a 2nd inside the rear wheel opening panel, with exposed black headed screw.

Hmmm? My GP IV has no holes or screws, but the Eurocoupe and 85 Coupe do have the screw holes in the front and back. I think the GPIV had the ground effects replaced before I bought the car, the Eurocoupe and 85 I believe still have the originals! I wonder if the service parts don't have screw holes.
