How to Mount License Plate

Hello, I have an 86 Eurocoupe. I found the bracket in the postings and purchased it through Ford. I can't figure out how it mounts. The two tabs don't reach the frame. Any advice/photo/description is greatly appreciated. Thanks!

There are two holes in the middle of the frame. It screws INTO the rub strip on the bumper cover. Those tabs on the bottom don't do much I am afraid. (if you have a nice perfect bumper cover without holes in it yet, you'll have to make some)

I think the holes on the bottom in the picture above are where the screws go.

Thanks Miker for the information. I decided to make two bracket that go under the bumper and mount to the metal frame of the car. The metal frame even had existing holes I could use to mount to. I then cut off the two tabs on the plastic Ford Bracket, and bolted the home made bracket to the back of this. It looks professional and no permanent holes were needed.
